After going through all the steps, it will probably be clear whether or not consensus was actually reached. If there is an implementable plan for managing the watershed, supported by a large majority of the stakeholders, the next step is to form an implementation committee to carry out the management scenario decided upon. If there is still dissent, an attempt should be made to address dissenting stakeholders’ concerns. Management scenarios should be modified to address the dissenters’ concerns while keeping the other stakeholders satisfied.
