The cost / benefit function is designed for comparing management alternatives for their benefits and costs. The cost is entered by the user in the second column; the benefits are calculated from engineering module simulations and entered into the other columns in the spreadsheet. The number listed for rivers is the percent of river miles which are meeting the criteria for the designated use listed in the first row. For reservoirs, the percentage is based on the number of reservoir segments, regardless of their size.
