Analysis : Cost Sharing

The cost sharing dialog provides tabular information to assist in determining fair apportionment of the costs of different watershed management scenarios. For any management scenario, a cost and overhead can be entered into the spreadsheet. Some of the cost may be paid for by point source dischargers as a fee for each kilogram of BOD, nitrogen, or phosphorus discharged. Assessment of such a fee should be based on the critical nutrient in a watershed. The spreadsheet then calculates fees that would be imposed upon each point source discharger given existing discharge water quality. An alternate should be available so that a point source discharger may pay into a fund to decrease non-point source loading. In return, the discharger gets a credit toward their own emissions. This way, market factors can determine the most economical method of reducing overall loading.
