The goals of the stakeholder group should be summarized in a mission statement. Following are suggestions to include in the mission statement:
- To form partnerships for mutual benefit, such that business and industries can thrive and provide jobs while water is clean for fish to live in and for people to enjoy
- To reach a consensus on a watershed management plan that will make the rivers an lakes of the watershed swimmable, free of algal nuisance, with conditions suitable to support a fishery through all phases in the life cycle of fish
- The watershed management plan shall consider both point source control by wastewater treatment and nonpoint source control by land use planning and best management practices
- Encourage cost sharing in which point source dischargers may be required to pay for the more cost-effective monpoint source control in lieu of the requirements to go to more expersive higher level treatments of their wastewaters
- To build public support for the watershed management plan;
- To implement the watershed management plan and to monitor the water quality improvements;
- To revise the management plan from time to time
